TL;dr: Osmena Peak is a beautiful spot and worth checking out if you are passing or staying nearby, but not worth a special trip from Cebu City/Mactan Island; as for our tour service, our guide was not very helpful, though our driver rocked while navigating complex traffic situations. Longer version: As for Osmena Peak, it’s nice. From the parking lot at the Osmena Peak park to the peak itself is a fairly short hike. The trail is not maintained, so you should have the right footwear and walk carefully. But it is also not too steep or long, so you don’t have to be in terrific shape to do it. The viewpoint provides a great panorama over Dalaguete and the Cebu Strait. But you should probably get there early, as by the time we got there (around 11:00), it was moderately crowded with other tourists who simply can’t get enough selfies instead of actually enjoying the view directly. We would budget no more than 90 minutes for the whole place. If you are staying on Mactan Island or in Cebu, we cannot recommend this as a day trip. With the traffic on Mactan, in Cebu, and along the coast, you are talking a round trip of 6.5 or 7 hours. This is not really worth it for a short hike to a modestly beautiful spot. As for our tour operator from Mactan Island down to Osmena to do the hike, we cannot recommend this guide, though the van and driver were very good. Our tour guide Marilou was a great disappointment. Though she was pleasant, she added nothing to the tour: No discussion of any of the points along the (long) route, no apparent knowledge of the hiking trail or site at all, and not even any small talk. (I’ll note that I don’t think she had much English, which is not usually a big problem for us. We always try to manage with what we have, but we need a tour guide who knows something and is willing to share for that trying to work. If you require a guide who speaks English well, this is not the one.) At the peak, we hired a park guide (also with limited English-language skills, but again, we really just needed her to keep us safe and on track). At the peak, Marilou spent more time getting selfies of herself than talking to us. On the way back down the hill, she had us hold up while she sent the other guide down a steep slope to buy cabbages from the folks harvesting them nearby! She also spent that walk back with her face buried in her cell phone. It seemed foolish, given the state of the trail, but she only fell down once. Our driver (whose name I don’t remember) was a trooper. Despite what looks like utter chaos on the roads to an American, he wove our little van among the scooters, motor bikes, traysikols, and tiny commuter buses like a champ. His communication (short beeps on the horn) and navigation skills (weaving among vehicles with less than a foot clearance on either side) made us feel very safe.
