5.00The tour operators were top notch! Trust their guidance on timing as Whale Shark tour gets very busy with many operators. Due to the many activities, I had a single driver but many local guides who were all incredible. Explore Cebu Tours is a wonderful operation and the only one that offered all 3 distinct experiences. It was a very long day but so worth it!
